• La notizia resa nota dall'Alto rappresentante Ue per gli Esteri, Catherine Ashton, nel corso di un dibattito al Parlamento Europeo sulle linee di politica estera dell'Unione.

• L'ufficio UE ha il compito di supportare la societΰ civile e il Cnt libico, sottoposti agli attacchi quotidiani delle truppe fedeli a Muammar Gheddafi. Parlando di quest'ultimo, Catherine Ashton ha commentato: "Gheddafi deve lasciare il potere", guadagnandosi gli applausi dei deputati presenti.

La rappresentante Esteri UE ha poi sottolineato l'importanza di un intervento dell'Unione per aiutare i ribelli a sviluppare il sistema sanitario, quello scolastico e la sicurezza lungo i confini.

Alcuni membri del Parlamento europeo hanno sollecitato un maggior impegno dell'UE nel supportare i movimenti pro-democrazia che stanno cercando di imporsi in Nord Africa e in Medio Oriente.

Ashton announces new EU presence to support Libya's insurgent leadership.

The European Union is preparing to open a liaison office in Benghazi, a stronghold of Libya's insurgents, Catherine Ashton, the EU's foreign policy chief, told MEPs this morning.

Ashton made her announcement during a plenary debate in Strasbourg, during which she was criticised for a lack of ambition in responding to the uprisings that have swept the Arab world.

Ashton said that the office would “support the people” and the Transitional National Council (TNC), the insurgent leadership in Benghazi, in eastern Libya.

Ashton said that the EU ought to help the insurgents in education, healthcare and border security.

A spokesperson for Ashton declined to give further details about the office but said that its opening did not amount to an upgrade of the EU's diplomatic relations with the TNC.

The European Commission's humanitarian aid office (ECHO) currently has one expert in Libya co-ordinating emergency aid.
